12-15-2015 Meeting Minutes

Pledge   Roll  Call-­‐  R  Chaffins,  R  Rose,  S  Ellinger      Absent-­‐  D  Mix Minutes    -­‐No  minutes  from  Nov.  meeting  were  available. Forest  Update  -­‐Nothing  to  report. Beach  and  Campground  –      Definitions  for  Maintenance  and  Capital  Improvements  were  presented  by  Skyler  Ellinger  after   researching  and  speaking  with  others.    These  definitions  as  as  follows: Maintenance:      Activities  required  or  undertaken  to  conserve  as  nearly,  and  as  long,  as  possible,  the  original  condition  of  an   asset  or  resource  while  compensating  for  normal  wear  and  tear.    A  periodic  cost  incurred  in  activities  that  preserve  an   asset’s  operational  status.    It  is  an  expense  that,  unlike  capital  improvement,  is  not  capitalized.   Capital  Improvement:      A  non-­‐recurring  expenditure  or  any  expenditure  for  physical  improvements,  including  costs  for:     acquisition  of  existing  buildings,  land,  or  interests  in  land;  construction  of  new  buildings  or  other  structures,  including   additions  and  major  alterations;  acquisitions  of  fixed  equipment.    It  may  mean  any  change,  alteration,  rearrangement,  ot   addition  to  existing  facilities.     Roger  made  a  motion  to  accept  these  definitions,  Rose  seconded  it  and  the  motion  was  voted  on.    The  motion  carried. After  discussion  about  the  bills  as  presented  by  Mr.  Callahan,  it  was  agreed  that  he  didn’t  present  the  bills  as  requested.     Roger  made  a  motion  that,  based  on  the  lack  of  proper  presentation  of  the  bills,  all  bills  in  2015  and  prior  be  rejected.    Rose   seconded  the  motion  and  a  vote  carried  it.   Mr.  Callahan  was  notified  that  the  rent  is  due  in  60  days.    A  letter  will  follow. It  was  also  noted  that  Mr.  Callahan  has  never  pulled  any  permits  for  the  work  performed.    All  work  that  requires  permitting   in  the  County  must  be  pulled  to  do  any  work.
